Unreported Licensee Policy
If you have a licensed agent who has joined your brokerage but has not joined SAR or another California local AOR, that agent is considered an Unreported Licensee. Licensees who were previously with another California local AOR and reported here are no longer active with that California local AOR.
When SAR learns of an Unreported Licensee from the CA DRE, we will automatically send the agent’s broker a courtesy notice and add a $697 assessment fee to their account.
Upon receiving this notice, a broker has 60 days to resolve the Unreported Licensee on their account. This can be resolved by:
- Having the agent join SAR as a Primary or Secondary REALTOR® member (if Primary AOR is out of state),
- Terminating the agent’s relationship with CA DRE,
- Certifying them as a Limited Referral Agent,
- Certifying them as a Mortgage Loan Originator, or
- Paying the $697 assessment.
Failure to resolve an Unreported Licensee within the 60-day period will result in a suspension of SAR Membership for all agents in that broker’s office.

Unreported Licensees are real estate agents who have not joined one of the local association boards of which their broker is a member.
Article IX, Section 2 of the SAR Bylaws states that the dues for each Designated REALTOR is multiplied by the number of real estate salespersons and licensed or certified appraisers who: (1) are employed by or affiliated as independent contractors, or who are otherwise directly or indirectly licensed or certified with such REALTOR® Member; and (2) are not REALTOR® or Institute Affiliate Members of a REALTOR® association, C.A.R. and NAR, and the designated REALTOR® notifies the SAR in writing of the identity of the association to which dues have been paid, if not SAR.
You may view the list of UL agents by logging in to your Member Portal from Sacrealtor.org Under the Brokerage section, select “Unpaid Agents” in the Roster Tab. There you will find an assessment fee of $697.00 that has been added to all Unreported Licensee accounts.
Note: You will NOT have to pay this assessment if the Unreported Licensee joins SAR or another REALTOR® association, or if you terminate the agent relationship with CA DRE. See the next question below for more details.
You may choose one of six options to resolve an Unreported Licensee on your account:
- Join the Sacramento Association of REALTORS®: Have the Unreported Licensee establish REALTOR® membership with the Sacramento Association of REALTORS®. Link to application: https://sacrealtor.org/join-sar/
- Join Another REALTOR®Association: If the Unreported Licensee holds membership with another REALTOR® association in California please confirm that the agent’s has renewed the membership with the primary association and that association has updated NAR records correctly. Once NAR records are updated correctly, the agent will automatically be removed from your Unreported Licensee roster and considered resolved.
- Pay the Assessment (Non-Member Fee): You may choose to pay the outstanding balance of $697.00 instead of becoming a member of the Sacramento Association of REALTORS®. Please note: Paying the assessment will NOT make the Unreported Licensee a member of SAR, nor does this fee apply to future membership dues should the Unreported Licensee decide to join our Association. This pays for the Designated REALTOR to have a paid unreported licensee, if that unported licensee decides to join later, this fee cannot be applied towards it.
- Certify the agent as a Limited Renewal agent. Log into the broker portal with SAR. Locate the agent under the unreported licensee list, and move them to your LFRO office. If one has not been create, please create one first.
- Certify the agent as a Mortgage Loan Originator. Please make sure their MLO endorsement is active first (https://www.nmlsconsumeraccess.org/) Log into the broker portal with SAR. Locate the agent under the unreported licensee list, and move them to your MLO office. If one has not been create, please create one first,
- Terminate Agent Relationship with CA DRE: Should you decide to no longer sponsor your Unreported Licensee, terminate your relationship with them in CA DRE. Once this occurs and is available in the CA DRE data export files (24-48 hours), the agent will be removed from your Unreported Licensee roster and considered resolved.
Brokers have 60 days to resolve any Unreported Licensees on their account. Failure to resolve Unreported Licensees within this time period will result in a suspension of SAR services for all agents in that broker’s office.
